The School Board was Recognized at January Meeting

The Owsley County Board of Education met in regular session on Tuesday, January 9, 2024 with all board members present. The meeting was called to order by Joyce Campbell, Board Chairperson. A motion was made and carried to approve the Agenda as presented. A motion was made and carried to appoint Betty Jo Neeley as Board Secretary, Autumn Herald as Board Treasurer and Grant R. Chenoweth/Porter, Banks, Baldwin & Shaw, PLLC. A motion was made and carried to establish time/day for the 2024 regular monthly school board meetings - keep it on the second Tuesday at 6:00 p.m.

Chad Allen presented the board with the review of the annual audit report. The audit has three parts - the Financial Statement Audit received an unmodified, the Yellow Book Audit had no findings and the Single Audit received an unmodified. The audit overall was good.

A motion was made and carried to approve the Board meeting minutes on December 12, 2023. The board members were reminded about the Annual KSBA Conference March 1-3, 2024. This conference will be held at the Galt House in Louisville, Ky. January is Kentucky School Board Appreciation Month. Owsley County School Board Members are: Joyce Campbell, Fannie Couch, Bill Campbell, Andra DeBord and Kim Campbell. There was a cake in the front lobby that was served at the end of the meeting.

Autumn Herald, Finance Director/Treasurer, gave the Financial Report. She stated that a bond had been paid and the daycare is closed. A motion was made and carried to approve the Financial Report. A motion was made and carried to approve the Draft Budget for 2024-2025. A motion was made and carried to approve the Superintendent’s Travel for December 2023 & January 2024. Mr. Charlie Davidson said that the attendance is running about 2% more than at this time last year. He said, “we have gotten 6 kids since school resumed in January. A motion was made and carried to approve the (CDIP) Comprehensive District Improvement Plan presented by Stacey Davidson.

A motion was made and carried to approve the following Consent Items: review SBDM reports (OCES & OCHS); approve MOU with University of Kentucky (SRNA) 2023-2-24 (knocked the fee off); approve MOU with Eastern Kentucky University Advantage Program 2023-2024 (all employees work on degrees); approve Agreement for Educational Consultation Fees 2023-2024 (for Menifee County, Lee County and Owsley County - mainly for the principals); approve FMLA (Maternity Leave) - Cami Hoskins (pending paperwork); approve Overnight/Out of State Trip - region IV Annual Conference February 26-29, 2024 in Atlanta, GA for Pam Chandler, Shelia Thomas, Shelly McDaniel & Keyeda Wethington; approve fundraisers for the Class of 2028 (Cookie Man - January - February 2024); approve Facility Use Request - Owsley County Sportsman Club/Gary Deaton - OCHS Cafeteria April 20, 2024 from 10:00 a.m. til 10 p.m.; the reports from each department that was present. The board also acknowledges the Personnel action by the Superintendent which is as follows; employed Andrea Hundley as substitute teacher (pending paperwork); employed Ali Wyatt as substitute teacher (pending paperwork); employed Ashley Ratliff as substitute teacher (pending paperwork); employed Neil Hudson as full time bus driver and employed Dr. Leisa Reed as educational Consultant.
